SUMMARY
Works with the VP of Human Resources to develop and implement the organization-wide recruiting strategy and manages the employment function, office and staff ensuring efficient and effective internal and external guest service.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Ensures that all internal and external guests entering the Employment Office receive a high-level of guest service in line with the Viejas standards.
Sources candidates using a variety of options including the company-s website, online career boards, job fairs, cold calling, community outreach, employee referral, print media and/or other sourcing options as appropriate to fill open positions.
Manages the applicant selection process including screening of applications, telephone screening of candidates, reference checking, and interviewing.
Manages the offer process including updating and maintenance of the offer letter language and templates.
Works closely with Compensation to determine appropriate salary for candidates. Negotiates competitive offers with candidates.
Continuously evaluates, improves and manages the entire employment process including sourcing and advertising options, applicant tracking, orientation, applicant screening and assessments, and on-boarding processes.
Responsible for the evaluation, implementation, upgrade and maintenance for all employment-related software include applicant tracking, requisition, skill assessment, and HR systems. Provides assistance and training on the software to users as needed.
Researches, compiles and/or analyzes data pertaining to recruitment, turnover, staffing patterns, labor markets and demographics to assist in developing creative and cost-effective sourcing strategies.
Fosters and maintains strong working relationships with the HR business partners and hiring managers to better understand the hiring needs and to develop effective solutions for the business.
Negotiates and renews annual recruiting contracts; seeks legal review when required.
Interacts with Gaming Commission personnel to ensure their new-hire processing requirements are followed and approval for hire is received.
Communicates with hiring managers, trainers, and/or business partners to evaluate progress of new hires in order to continually improve the hiring process and retention strategy.
Forecasts and manages the employment department budget in accordance with annual goals.
Creates and updates written recruitment-related policies and procedures.
Manages external recruiting services, when such use is approved.
Responsible for employment-related website updates.
Manages vendor-relations on system upgrade/changes.
Maintains applicant and new hire forms and ensures that they are up-to-date and meet legal requirements.
Maintains knowledge of all Human Resources functions; answers general HR inquiries; refers difficult questions to the appropriate HR divisions.
Practices good guest service while performing job duties and responsibilities.
Performs all other related and compatible duties as assigned.

SUPERVISORY RESPONSIBILITIES
Is responsible for the overall direction, coordination, and evaluation of the Employment Department. Carries out supervisory responsibilities in accordance with Viejas' policies and applicable laws. Responsibilities include interviewing, hiring, and training team members; planning, assigning, and directing work; appraising performance; rewarding and disciplining team members; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
* BA/BS degree required, preferably in human resources management or related area.
* 5 or more years of experience managing the recruitment function.
* Demonstrated experience in recruiting for senior level positions in the Hospitality or Gaming industry.
* Strong sales and negotiation skills
* Excellent relationship management and interpersonal skills.
* Solid supervisory, planning, and problem solving competencies.
* Excellent analytical, verbal, written, and interpersonal communications skills. Bilingual preferred.
* Strong MS Word and spreadsheet skills.
* Experience developing workforce analytics and metrics.
* Experience working with applicant tracking system preferred. HR Logics or Lawson strongly preferred.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, team members, guests and the general public.

MATHEMATICAL SKILLS
Intermediate mathematical skills, such as the ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
