JOB DESCRIPTION:
DEFINITION
Under general supervision, the Buyer performs a wide variety of procurement functions.

DISTINGUISHING CHARACTERISTICS
Incumbents in this class report to the Procurement Manager and serves as liaison between the Court and the vendors in the procurement of equipment, tools, parts, supplies, or services necessary for the operation of the organization.

Skills / Requirements

MINIMUM QUALIFICATIONS:

OPTION I:
Bachelor's degree from an accredited educational institution with major coursework in purchasing, business administration, economics, or a related field; AND Two years experience administering procurement activities. Experience must include the overall administration of the bidding and negotiating process for contracts and vendor selection.

Substitution for Education:
One year of equivalent experience can be substituted for each year of education, up to 4 years of equivalent experience can be substituted.

OPTION II:
Experience: Four years of buying experience, two of which must have included responsibility for negotiation of high-value ($10,000 or more) procurements in a purchasing department or agency.

Substitution for option II:
One year of buying experience may be accomplished as follows:
(a) Possession of a Certified Purchasing Manager (CPM) designation; OR
(b) Possession of either a Certificate in Purchasing OR a Certificate in Contracting OR
(c) Major coursework in purchasing, business administration, economics or a related field, on the basis of 30 semester or 45 quarter units

SKILLS & ABILITIES
Computer Skills: Microsoft Word, Excel, and Power Point. Ability to efficiently create spreadsheets, documents, proposals, and presentations in a timely manner.

Certificates & Licenses
A valid California Class C driver's license or the ability to utilize an alternative method of transportation is required to carry out job-related essential functions.

OTHER INFORMATION:
PHYSICAL DEMANDS: Strength, dexterity, coordination and vision to use a keyboard and video display terminal on a daily basis. Hearing to communicate with the public and court staff. Dexterity and coordination to handle files and single pieces of paper; occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, reference and other materials. Moving from place to place within an office; some reaching for items above and below desk level.
